There is a political will to accelerate action to meet the MDGs by 2015. But unfortunately, the global economic crisis makes it unlikely that economic commitments and the support promised earlier will be delivered.
Consequently, the pressure has increased on everybody to ensure that assistance given to the poor countries will be utilized in an effective manner to reduce poverty. We have to deliver more progress for less money. In the face of this challenge, Child Fund Alliance recommends that the world community focuses on fighting poverty by supporting the poor.
More means and human effort must be dedicated towards community-based, holistic approaches. By assisting the poor directly by empowerment and capacity building, especially at the level of villages in the rural areas, the so-called sector-based approaches will enhance their chances of success in a substantial way, especially sector programs of governments and international donors directed towards social areas such as health, education and water.
Having a motivated, capable and well-organized local community on the receiving end is necessary to ensure sustainability and accelerate the efforts to achieve the MDG’s. In order to make development assistance grow into tangible results for the poor, we have to listen to their voices, ensure their participation and buy-in to development.
Community-based approaches can deliver such results, but both governments and international donors seem to give insufficient attention to these aspects in the design of their assistance programs. Consequently, many resources are wasted along the way and in the end, the effort is weakened.
ChildFund Alliance concurs with the sense of success and progress achieved during the last decade. But progress has been uneven. The gap between the richest and the poorest households remains enormous with important increases among the rural poor in the proportion of underweight children, out-of-school girls, unattended births, adolescent birth rates, and families without access to improved sanitation. Despite the central role that women and children play in development, progress has been slowest on the MDGs relating to their health.
By focusing more attention on community-based approaches and active involvement of the poor, we can generate substantial progress especially for vulnerable groups such as women and children, and reduce inequities, which is essential to achieving the MDGs.
